Soft Fork to Cap Segwit Discount

Is it theoretically possible to implement a soft fork that changes the segwit discount to only apply to, say, the first 3600 bytes of the of the tx witness (and weight the rest of the tx witness the same as the base transaction)?

What would be the major pitfalls with something like this?
