Lost and confused

Lets see if I can word this correctly. So far regardless who or where I have searched, can NOT get an answer.

In short I need to send $1 worth of btc to an external wallet.

However, all the wallets that I have tried to send with require about $100 usd worth of btc.

Does anyone know how I can send just $1 in btc to an exchange wallet?
