Funds on hold and labeled as pending

I have requested Bitcoin balance to be sent back to my PayPal account and it has been on hold (pending) because it says my bank has not processed the payment. The amount pending is $2408 basically. What is the time frame for this to be sent? It has been 4 days. My bank has posted the transaction. I don't understand why this is such a difficult issue that can't be done quicker
