OP_RETURN Size and Proposal

With all this drama currently on twitter, and ridiculous op_returns on blockchain. Can somebody please clarify whats the size of op_return allowed by consensus and policy and if possible history of changes and what is being proposed (removal of datacarriersize config if not mistaken). Thanks!
