In Canada and can't find peers. How can I sync for first time?

I am syncing my full node for the first time. I have the following bitcoin.conf file:

the **** sections replace my actual rpc server username and password. My sync has been stuck at 25.85% for weeks. It used to show ten days as time to sync and up to 2% progress per hour, but now progress per hour is 0% and it says over 3 years to sync. I see only one connection, I see from one to three peers but they keep disconnecting. I haven't configured my router yet to allow incoming connections to port 8333.Here is one of my debug.log entries: 2025-01-05T00:24:30Z connect() to 68.7.116.89:8333 failed after wait: Connection refused (61) I need to know why this first sync is taking so long, am I getting on everyone's banlist? Why is this happening?
