Does Bitpoint require a deposit of 20% to withdrawal from your account for the very first time?

I have funds in a Bitpoint account of $1,361K and I wanted to withdrawal some funds for my first time and I was told that I have to provide another 20% of my account before I can withdrawal any funds? After I requested my withdrawal they said that I now have 5 days to pay the withdrawal fee, or I will be charged a late fee?
